Does anyone know if a SBR is legal in Mississippi and if they are what all has to be done to get the stamp for it?

You can own any NFA items in Mississippi as long as you go through the proper steps.

You will need to register your lower and pay a $200 tax...  Read this to start

When I do get to get it, would I order the upper and then fill out the paper work or get the stamp and then get the upper?

If you got the upper before all of your paperwork was approved there could be some problems with intent to build a SBR without having the stamp yet, this is assuming you have a complete rifle lower at your house.

A lot of people will build the lower into a pistol so they can use their future SBR upper till the paperwork comes in (just don't put a foregrip on it).  You also shouldn't have a problem if you just had a stripped lower with the upper.  But, if you must order the upper now, and don't want to do a pistol build in the meantime, there shouldn't be any legal issues in storing it at a friend's house as long as they did not have any AR rifle lowers.

FWIW the last SBR I built I waited until I had my stamp in hand to order the upper.

Don't miss out on a good deal waiting to buy your upper until your stamp comes back.. Just know you cannot assemble it onto a unregistered weapon.  Id buy and put someplace away from your lower or take apart.

Best option is to have your lower ready and have the upper shipped to ffl or whoever you know without a ar that you trust if you find a deal. Not a big deal really, just a pain in the ass. You can also sbr a pistol lower and be gtg with any upper, just order your stock after the paperwork comes in. If on the coast send me a im or email and I will help you if needed.

I havn't fired any of my AR's but once in the last year and a half I've had my SBR, even less since I got the can on it.
