If you SBR an ar lower you have and on the form 1 you use .223 or 5.56 for the caliber, after you get the paper work back is it legal to swap uppers/calibers on that SBR registered lower? like going from a 5.56 upper(what it is on the form 1 as) to a .22lr upper.

Yes, it's legal.  Just don't have another lower sitting around without an upper on it.

It is not a bad idea to go ahead a get a pistol lower as a "place holder."  However, the pistol lower isn't necessary.
