but I can't decide if I should get an 9mm UZi or a PPSH-41

anyone ever build either of these?

Never built either, but I own both.
Personally I would recommend a Vector Arms Uzi carbine. I love mine. It is a beast, but intensely fun to shoot and reliable and accurate as well.

The PPSh-41 that I have is a WiseLite build. It is incredibly fun as well, but has been a huge headache. I have had to work on it numerous times to keep it running and I now only shoot commercial ammo out of it due to firing pin issues that have arisen. I will say that when it's running, it is extremely reliable, and surprisingly accurate. I love the caliber too, but, unless you want to invest some serious time, effort, and heartache into one, I would not recommend it.

I really do like the UZI, but I like the cheapness of the ammo that the PPSH has.

But from the little that I'm reading, is the UZI similar to the AR in that I can swap out an upper for .22LR as well as switch from 9mm to .45ACP?

Don't fret too much over the cheap ammo. 9mm is coming down, it will never get as cheap as the x25, but you will be able to find new production, non-corrosive shooting ammo for somewhere between 15 and 20 cents a round for the foreseeable future. Plus, if you decide you want to spend some $$$, you can get all sorts of high-end defense ammo in 9mm. ...Also, with most semi-PPSh's, shooting surplus will void the warranty. I shot a lot of Romy surplus out of my PPSh, but after it developed issues with the firing pin, I switched to commercial Prvi Partisan because it wouldn't pop the harder surplus primers each and every time.

The .22 Uzi conversions are out there as well as the .45, but I think they are rather expensive and hard to find. The .22 should be an easy install. Bolt, barrel, and mag is all that has to be swapped AFAIK. The .45 might require a grip change. Changing the grip isn't particularly difficult though. Mags for the .45 and .22 are also extremely expensive and can be difficult to find.

Anyway, although the coolness factor of the PPSh is way up there, I would not suggest one unless you want a project gun, or if the historical significance is just too hard to resist. ...I do still have a soft spot in my heart for my semi-PPSh, but I have definitely shed a tear or two over it, ...with the Uzi, not a one.

I'm really leaning towards the Uzi.

Unrelated Question: PM-63 Rak cannot be obtained in the US right?
