I am currently a resident of FL. I am living in WY for work right now. If I purchase a stripped lower online and have it shipped to a Florida FFL can I complete the background check and waiting period while still out-of-state; then just pick it up on a weekend when I'm home?

No. You have to do the 4473 in the presence of the FFL that is going to do the transfer.

That must be a Florida thing. We don't have waiting periods in Missouri so I can't say. I would ASSUME though that any waiting period would begin when the FBI issued a "proceed." That does not always happen the same day the 4473 is filed out (though it usually does).

ETA: Are you sure the waiting period applies to stripped receivers? Just poking around the Internet, it looks like the waiting period is only required for handguns.

If you are living in WY, ATF considers you a resident of WY for the purpose of buying a firearm.

All you need to do is provide a WY dealer with "government issued alternate documentation" that shows your name and your current residence address in WY.
