I am not a FFL but I was under the impression if the Rifle,Pistol,shotgun was yours and transfer has been done you can mail out your gun to a FFL or Gunsmith and he can send it back to you directly??  Say you want some gunsmithing done on your pistol and the gunsmith is out of state you can directly mail it to him and he can send it directly back to my address correct?   I met a FFL and he said no a psitol has to go thru a FFL even for gunsmith purposes ?   Is this true can anyone give me a GCA 1968 ref on this.

Federal law allows the direct return of a repaired or replacment firearm to the owner.........but your STATE may prohibit such a return.

Under section 6111 of the PA code, a licensee (doesn't specify in state or out-of-state) cannot sell or "deliver" (quotes mine) a handgun to a non-licensee without the non-licensee completing an ROS form. There is no exception to this in this section that I can find for gunsmithing transactions, as there is in the Federal laws and regulations. Although I have never heard of a dealer claiming that to be the case.
