Im in the process of trying to get my 07 FFL and 02 SOT to run a part time business from my house and was wondering how many of you guys have registered with ITAR. I know its a gray area for small companies and I actualy dont plan on manufacturing anything for sale to start out with. I want this license setup because eventualy I want to do it, and it is esier to apply for an amended FFL than it is to get a whole new license.

Not a gray area, one of the FFL's over on FFL Only said he got his 07 license in May of this year, and the ITAR "pay up" letter was issued by DoS on July 9.

I read that the ITAR tax was going away in October or November for 07s unless you planned on actually exporting. Can't find the thread right now but I did read it in this forum area.

Hmm search tool only goes back 30 days so I couldn't find the exact thread. The FFL123 guy quoted the exact amendment that they were enacting in the fall.

Yeah, and last year we were told CLEO signoff was going away too.

At the very least it would require a CFR change, with the public comment period and all the other stuff that goes along with that process.

Just got an e-mail from Brandon ( The FFL 123 guy) as follows:


ATF announced in a public forum in Jan 2012, at ShotShow in Vegas, that ITAR would no longer be required for an FFL 07 that does not export. ATF said the new guidelines would be active in Oct. 2012. I have been in a wait and see mode…
6/28/12, I received an email from NSSF also appearing to confirm this proposed change ATF mentioned at ShotShow 2012.

From NSSF - EXPORT CONTROL REFORM IS COMING SOON –– WILL YOU BE READY? NSSF has learned that as part of its overall Export Control Reform (ECR) initiative, the administration will be publishing as early as next week proposed amendments to the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR) to move Categories I - III (firearms and ammunition products) off the U.S. Munitions List (USML) and over to the Commerce Control List (CCL) for export licensing under the EAR. This is an extremely important development for the firearms and ammunition industry.


I am taking it with a grain of salt but will deffinetly keep my fingers crossed.
