I am an 07. I received my lowers on a variance this year (2012), although I was still an 07 for part of 2011.

In 2011, I assembled a few AR lowers, but zero complete firearms. I know I still need to file the report (cutting it close I know), but do I need to count the assembled lowers and mark them on the form as production?

It seems I do, but I wanted to be sure.

Production - Firearms manufactured during the Calendar Year, to include separate frames or receivers, actions or barreled actions, disposed of in commerce.

just had my home visit for my 07 and my inspector told me that I would have to file a report yearly even if i don't sell any weapons...But she made it sound like they didn't have to be reported unless they were sold..I'll dig out my notes tomorrow to double check though.

I couldn't find it for sure... and I'm still *very* new at this so I don't want to steer you wrong...I would email the IOI who did your inspection and ask...The lady that inspected me told me I could email her anytime with questions...she was *very* helpful.

An 07 reports firearms they manufactured, not firearms they have sold.

Even if you manufacture no firearms during the year, you file a report listing zero firearms manufactured.

Dealers (Type 01/02) only report number of firearms transacted on their renewal applications - so every three years.
