is there a FFL for people who dont want to be a dealer but would like to own full auto rifles or to own state restricted firearms?

Not as far as I know. Illinois restricts NFA to SOT's, I was a FFL already so just had to pay the stamp to become a SOT and I could then own NFA toys. I would imagine that NY is worse?

MO requires a license and the SOT. Since the law change I have had some people calling in asking about some NFA stuff. I may have to jump in and play too!!

National Firearms Act covers MG's SRB, SBS, AOW and DD's

Special Occupational Tax = Gives a dealer in NFA the ability to not pay the transfer tax between other SOT's. Saves us $200 to transfer from one dealer to another.

If it were cheap and easy (and not to mention legal) then everyone would do it.
