I see some powder is offered in 8lb containers, but I'm looking for ~35lb of powder. (for .223)

Does anyone offer it in bulk at a reduced price?

Are you sure you really want to do that?  As I understand it, there are reasons they generally settled on the 8lb jug as the largest retail size.  If that powder goes bad, it generally will shed decomposition heat at a rate that will prevent spontaneous combustion.  bigger jugs, don't.  And when a 35 lb container of powder goes, it is far more spectacular chain reaction when it lets off, than ignition of an 8lb jug, which is just a quick fire.  

As I understand it at least.  

Read Hatcher's Notebook sometime, all kinds of really interesting stuff in there.  He did experiments like shoot containers of powder, or set them on fire.  Throw old 8lb jugs of powder in the fire, and weeee, fire.  Catch a drum on fire, and shit gets real. Way more than just 4 times more fire than an 8lb jug.

You aren't going to find one unless someone has a coupon code or you are bulk purchasing hundreds of pounds.

Yep.  35lbs is not bulk.  Heck, that's not even the max for 1 box hazmat charge.

Used buy 40# legs from Hitech till they went from $6.50 a pound in 2012 to $17 a pound last time I checked

You can not buy powder in jugs bigger than 8#.  The OEM kegs vary in size,  but normal people are not privy to them.  Plus they can no be shipped common carrier.
They have to come via powder company truck or specialized carrier to the powder distributor.

Places like PV operat slim margin made with volume giving a discount on 50 # is not going to happen ever!  That is chump change as far orders go.

Be real!  The only way to save money is get 100# on pallet delivered.  Even then the only thing you will save a bit on is shipping!

Powder Vendors with their own trucks deliver 300-500# at a time to places especially vendors dealing shotgun powders.  8 # jugs are hoovered up!

People boasting about getting 35-45# kegs have to pick them up directly. They are not able to be shipped Speedy, FedEX or UPS.
