Just bought some 7mm-08 rem cases manufactured by Winchester.  these are new in the bag. Should i resize these before i load them.

normally it is good practice to resize any brass that has not been previously fired from your weapon. So I would, just for piece-of-mind.

From my experience with bulk packed brass I would say yes. It's not really a re-sizing because your die will most likely not contact the case body but the necks are usually beat up and it will true them. If you have a neck only die I would use it. You can also back off your full length die to where it only will do the neck.

Good chance that several of those necks got bent in a bulk bag. New brass isn't assumed to be ready to load without neck sizing unless it is stated to be so, and then it would still need to be packaged to protect those mouths from denting.

A collet size die is a good idea as a minimum if the rest of the case is correct.
