Depends on you use. If you,

Follow the "calculator" and Lee's loads you will have safe,  less than full power loads.

Read up and follow Lee's recommended powder dipping method.

Covered very well in Lee's second reloading manual.

Depends on what you going to do with them.  I use mine from time to time when loading small batches of stuff that I know I am going to trickle the last little bit of powder anyway.  I will skip setting up the powder dispenser and use the scoop and trickle method.  For 50 rounds or less of calibers that I do not load very often I have found that this is faster.

Yes.

When single stage loading, they can be used to drop a charge into a scale pan and then trickle up to the weight you're looking for; if loading buckshot rounds, they're handy for dropping buffer filler in the hull, and I've used them to tailor BP loads for my muzzle loader.

I don't use them for building accurate rifle loads, but I love them for loading practice ammo for pistols and such. Many people claim great precision with them if you use the prescribed technique, I haven't put that much effort into using them as I have other tools I like for my accuraccy loads.

For the price, they're worth having.

I don't use them.

If you buy LEE dies, each set is going to come with a dipper for that size cartridge anyway.

If you are on a buget they work well. I used them for awhile before getting a scale. You can still use them with a scale for a starting charge.
If you are not on a buget I would use the money for a scale.

That's what I use mine for mostly.  I pick a scoop that is below my target weight, then trickle up to the weight I want.  

It's nice for load development, since then I can scoop the base weight, add a little more with the scoop to get near the next load then trickle it up to the exact weight.

That's a lot faster than setting the measure low, then trickling 3 or 4 or 5 grains, and much faster than setting the powder measure 2 or 3 times to increase the throw.

I use them for dumping a charge on the scale, then I tap the dipper as a trickler.  It is faster, so I do not use my 2 tricklers anymore.

I use this technique for rifle loads when using the single stage press, with practice it is easy to gently scoop out a few granules at a time from the scale tray as well.
