Am I doing it wrong? I have the Lee tool and when I do it I have a pretty good shaving come off all the way around. Am I pressing too hard? Is it just supposed to pop off the burr and not actually trim part of the case?

Just break the sharp edges. No need to make a visible chamfer. Many over-do it, leading to split necks.
