Question Number 1: As I am hoping to start reloading soon, I am looking into getting the proper equipment. Now my eye has turned to powder dispensers. It seems like there are a lot of them out there and I was just wondering what the differences are between them. Are they all mostly the same, or are some really that much better than others? Which one is known for being the "best" (for pistol and rifle).

Question Number 2: Is it possible to reload the 7.62x38 Nagant so that it will create a proper gas seal when fired? I know that you can reload it with 32-20 brass but that these don't seal, or is that wrong?

Powder dispenser will depend on your press and your needs.

For example, some powder dispensers are designed to work mounted to the press and will drop powder when a case is inserted into the die.  Other powder drops are designed to be mounted on a bench and operated manually.  Electronic dispensers are nice for throwing consistent loads for match use, but are sometimes too slow for volume shooters.  Other dispensers are designed to throw large charges for magnum rifles.

Pick out your press first, then pick a powder dispenser.  Many folks seems to use the manufacturer for each, but not always.

FWIW, my Lee Pro Auto Disk fits my needs perfectly.  Friends with Dillon and Hornady presses use those respective dispensers on their presses.

RCBS on left, 2 Reddings in the middle, Hornady on the right.

The RCBS and Hornady are good measures, the Reddings are nicer.
