I am looking for some info on neck sizer dies. I have an 8mm mauser and nagant i plan on loading for.
who makes a good neck sizer die for 8mm mauser and 7.62x54r?

Most die makers make them. All brands of dies are good.
Some are premium die sets.
If it were me, I would get RCBS (standard) or Redding (premium).

I have a couple different brands of Neck dies. I have found none better than the Lee Collet die. No Lube and it produces some very concentric ammo. The make one for the 8mm but not for the 7.62x54r. Le does make custom dies if you want to go that route.

I have RCBS and Redding, I believe Redding makes a collet neck die as well, of course it will be more expensive than Lee. I've never bothered with case lube for neck sizing only, never had any ill effects from not using it.
