Lapua and Starline are probably the best. Starline is much more affordable.

I find that Winchester brass while it might not be as "good" as the other two, works just fine every time I've used it.

I gotta be honest with you. My handloads for .308 use brass from my fired Federal Gold Medal Match cases...

I've bought Winchester and Lapua brass, but the psychological effect of using non-"free" brass is not using them as often, which means I haven't developed a load that fits them as well as the FC brass.

I don't know about Starline but any benchrest shooter knows about Lapua. The best quality brass also comes with a heafty price. By sorting "by weight and brand" and uniforming your brass "primer pockets, flash holes debured and necks turned" anyone can make top quality brass with a little elbow grease. Be safe!

Starline only makes pistol calibers.... It's good stuff, but it's too expensive for my liking.

I see that Pie is currently tied with MilSurp brass.... That's very good, since both are awesome, and always my first choice.

The worst brass. The stuff I pay for. The best brass is what I pick up off floor or ground, bring home, wash, tumble, trim, uniform primer pockets, deburr flash holes, anneal if rifle, chamfur, brush inside case, polish, and make sure flash holes are clean. Then load. If it shines, I load it.

Look, brass.... oooh, that's shiny !
