For 308 Winchester load development.

I was curious as to which brand of primers seem to be more consistant as well as which primers perform better with certain power types (flake, ball, stick, etc).

Also, any reviews on the Wolf primers? I read in a few benchrest articles that people do use them, but never heard if they worked well or were simply part of the trial and error process.

The Wolf small rifle primers were popular amongst benchrest shooters for a couple of years as they seemed have "soft" brissance.  They've mostly fallen out of favor now.

For large rifle primers in target loads, I think you should try Federal 210M's first.
