So I'm just getting into reloading and purchased some new brass.  I bought 100 each of Win. 223 and Rem .308.  The .223 only had 99 cases in it but the .308 had 101.  My question is how common is it to get the incorrect number of cases in a pack?  It doesn't really piss me off or anything just a little peeved that its going to throw my numbers off when I buy bullets and primers.

Probably counted by weight

Pretty common, most are counted by weight.  A good supplier will err high.  A shadier one will err low.
If you consistantly have one supplier err low then stop using them unless they are willing
to make up the numbers.

I have the same problem with many things I order in bulk for my business.  We never can get
the same numbers for Fastex buckle pairs (male-female).

It won't screw up your count for other components.  You'll likely lose a few cases while learning to use your equipment.  You'll get a box of bullets with 108, or 98, and besides that, you won't likely load all of them the first time out anyway.  Gunpowder charges are variable and you'll likely waste a little to spillage.

If you pursue reloading long, you'll have little boxes of a few bullets and cases left over.

Occasionally I sit down to load til I run out of one component or another.  Then I'm done with that load until I buy more components, if I even want to replace them.

This week I bought 100 cases and a box of  100 bullets for my .22 Jet revolver.  I'll load a few, then figure how I want to procede after that; I may find out that 100 cases will be all I will ever need.  Plus, I'm going to an auction soon where a Contender barrel chambered for .22 Jet will be sold, and from the looks of the photos, I'm betting there will be cases and bullets there, too.

Was this packaged brass? From WW or RP?  Most bulk brass these days has a commercial package from the MFGR.  WW 223 and RP 223 in 100 ct bags, and
308 in 50 ct bags.

At one time a long time ago Hornady always had 101 bullets in a 100ct box as a matter of routine.

It happens, but not too often for me.

When you have been reloading for a couple of years, it will even out.

Pretty common, actually.  On the upside, as you noted, some packages will be over one instead of under one, so over time it should work out.

I almost always get one or two extra SMKs in my boxes. Brass is typically right on or one over, but once I had one piece missing. It's just the name of the game. Most places seem to err on the high side, as they should.

Yup it is why the 100 calorie snack packs are rarely 100 calories.  They are regulated to provide at least the advertised amount of product.  So the err on the high side as well.

Now if you are shorted 10% or more then you may want to talk to someone about it.
