I have been working up a .223 round and have gotten to the point where Varget completely fills the cases (a little under 26 gr)  but I still would like to work the load up a little higher as I can go up to 27 grains by the  manuals without exceeding pressure limits.  The manual talks about compacted charges.  How do I compact the charge safely to get it into the case?

You need a drop tube to instill that much varget into a case, if you are making up blasting ammo I would suggest you look for a different powder for ease of loading ie TAC or H335.

You can get a drop tube from Sinclair that will get 26 grains of Varget into a .223 case.

You can get 28grs of Varget in a fired case with some tapping and a drop tube.  I have settled on 27.5gr as max for my purposes.

Use a drop tube as suggested by others and just seat the bullet as normal.  You will hear/feel the crunching of the powder but it will be fine.
