You'll probably get different opinions on this subject. It is illegal to have AP for a pistol and when they developed .308 pistols such as the Striker, Encore, and others the grey area arrived. Also, you'll get different opinions of "what is manufacturing" of AP ammo. My view is (not a lawyer here) manufacturing is the making of the AP bullet itself and not just loading it in a case. 30-06 M2 AP is legal as well as .223 M855 and is exempted under the AP ban laws. Another opinion of mine is that IF you do not own a pistol in the rifle caliber such as a .308 pistol you are not breaking the law. You may get other more legal advice from someone familiar with the rules regarding AP. Here is an article explaining the use, manufacture, or importation of AP ammo. You can interpret it yourself. I have read on a reloading site that someone did get into trouble with BATF shooting AP in his .308 rifle. I still don't think it's illegal but it's just my opinion.
