I really like this knife but the steel is not that great... would it be worth buying and makeing a sheath and putting an edge on it ?

The knife sells for $27 with a sheath... sounds like a cheap experiment...
It's not my cup of tea but so what... how bad can it be??? And while 440 (probably 440A) steel isn't my absolute favorite, it is still pretty respectible in my mind... If the handle slabs don't fall off the knife and the sheath doesn't fall off your belt, you got a good deal for $27! 
My favorite knife in that price range is the Gerber Big Rock - $26 delivered (includes sheath)! It too is 440 stainless! 
P.S.: You could also splurge and go completely wild spending $66 on the knife & hatchet combo >>>
