I need a fixed blade knife with a blade around 4", kydex sheath that will fit on a duty belt, somewhat thick blade that will take abuse.  Anyone have ideas on something close to this?

Camillus/Becker Knife and Tool crewman is about 5" and has a pretty thick blade. You can buy a kydex sheath for it from Survival Sheaths.

That campanian is a monster, a friend of mine has one, it's much thicker than my crewman. I can't remember how long it is, but if you don't mind the weight it sure looks solid.

one other knife that would fit your specs is the anza bodington it has a 4" blade.

i have an anza that is the same as the bodington without the skull crusher pommel. its one of my fav blades. 1/4" thick, full tang, solid as a rock

Seems like I have been recommending this alot lately. It is the Camillus CUDA black ops. It uses an awesome carbon steel, 0170-6C, which holds and edge forever. The reason I am recommending this knife so much is that sportsmans guide has a kickass deal on them right now, they are selling them for $30 bucks when they are usually around $65-$70. The only thing about it is the sheath. While it comes with a nice sheath, you might want to have a kydex custom made for it if you are going to put it on a duty belt.  Here is the link:

I just bought a Becker Campanion. I haven't put it to use yet but it looks solid. It's a heavy sucker and the blade is fairly thick.

Another one you might consider is a Fallkniven F1. These knives are very well made and have an excellent reputation. Never heard anything bad about Fallkniven knives.

I've got an Ontario TAK that I like quite a bit.  Very stalwart knife.  The blade is about 4 1/2 ".

They are making them with D2 steel these days.  I have the plain edged carbon.  The blade thickness at the handle seems to be a little under 3/16".  

It came with a black cordura sheath.

SOG makes several knives that meet your criteria. THe SEAL Pup, The Pentagon, and the Mini Tsunami, depending on what blade type you want.

mod mark VI stinger...4.4 inch blade, kydex sheath, very durable.  limited quanities most places though, discontinued recently.  also relatively higher price tag.  well worth it if you are willing to part with around $200.  i have a couple mod's and they are great knives.

I don't have that one, but i do have a tops anaconda7,,,, I have a becker bk7 as well, both are good knives,,,but when my life depends on it, I will take the tops any day,,,

and it will stand up to much more abuse...
