So I have an M95 and have shot American Eagle M33 ball ammo with varying degrees of accuracy with a few shots grouping well then a few shots seemingly randomly being 2-5 MOA off the group (at 100 yds on paper).  I blamed the ammo.

Same for long distance 600 and 1000 yds even with factory Hornady Amax ammo.  Surprisingly the Amax was stringing vertically approx 5 feet at 1000 yds.  Literally all over the place.  Hard to blame the ammo when its $6 a shot.

The gun has maybe 150 rounds fired, clean, good shape, good scope.  

Should I accept this as "As good as it gets" or should I start handloading to get better results?

I would handload, the Federal ammo is only going to be good for 2-3 MOA. Factory AMAX is good for 1 MOA if loaded correctly. Do you have a way to check the bullet run out on the loaded AMAX?

The other issue is that it's loaded to fit into a magazine. You'll need to load the AMAX long and single feed the Ammo.

Kinda sucks but IMO AMAX loaded to fit into mags sucks and doesn't use the AMAX to it's full potential. Plus you'll need to fine tune the powder charge to get even better accuracy.

Make sure the 2 top barrel extension are tightened. They are red loctited,  so there should be no movement.
Also check the 4 barrel stop screws. Remove the top short Allen screws on each side. There is blue loctite on these screws. Check the tightness of the 2 long Allen screws that apply pressure against the barrel. These 2 are also blue loctited.  When you replace the top Allen socket screws on each side, put blue loctite on these threads.
If you moved the 2 bottom screws any at all, you will need to re-zero the rifle.

When I worked at Barrett, M95's were my favorite to build and shoot. The flyer you describe sounds ammo related. All the 95's leaving the shop when I was head of assembly would make 5 shots, 1" - 1.5" @ 100m on the test fire range before they left the shop.
