Which receiver changes are you referring to?

The original M16A3 was the exact same rifle as the M16A2, but with an AUTO third position instead of a BURST position.  Both were adopted in 1983.

If you're wanting to know about the first flat-top uppers, which the military originally adopted as the M16A4, they were in testing 2002-2003 and adopted around 2004.  The flat-top variants for the M4 were adopted much earlier - around 1994 as the M4A1.

For clarification, the A1 designation on the M4 has nothing to do with the upper receiver used. Both M4s and M4A1s have flattop uppers, the difference between the M4 and M4A1 is in the FCG only.
