Thinking about doing two, yes two SBS. I figure about 3-400 each for two Stoeger Coach 12 gauges and 400 for two tax stamps. I'll have an 07 cut down the barrels to 11 inches, fill the gap between the barrels, move the bead sight and cut off the stock. Since the shotgun came from factory with a stock, I can't do the AOW thing even though it will be done by an 07. I guess a good question is if I have an 07 do the work on them, the logical reason would be a form 4 transfer instead of a form 1. Correct ?

Easiest way is probably to go Form 1, cut the barrels yourself with a hacksaw, a little long of where you want them, but under 18", and they're now SBSes.  You can then ship them off to any FFL to have the final work done, barrels taken to final, finished length, etc, and come right back to you with no other transfers or waits involved.

...or just do it all yourself, because that would be pretty easy.

When I did my first SBS a few years ago, I was going to do exactly this, contacted www.roseactionsports.com and they said to just send the barrels and include a copy of the Form 1 "Cut, crown and touch up blue a double barrel shotgun is $75 (return shipping included)."  Now that quote was in 2010, so not sure what the cost was, and they also didn't mention about soldering between the barrels.  

Anyway I just ended up squaring the barrels off as best I could with a dremel and silver soldering between them and blued it myself from stuff I got from Midway.

There is no advantage to a form 4 over a form 1.  If you pick a good trust name, your name won't be on the side of it, if you care about that sort of thing.
