Was wondering if someone could help me out.....anything under 16" requires additional $$$$/forms....that's all I know. I'm looking to get a 14.5 BCM upper. What is needed to make this happen and in what order? Paperwork/forms then purchase or purchase then paperwork/forms? Thanks.

+1 for the class 3 section.  My basic run down of choice would be start with stripped lower, send off to Ident Marking in TX for engraving, send off form 1 to ATF along with $200 check, wait until form 1 comes back, buy SBR upper and mate to now SBR lower, post pics.  Win.

If all you want is a 14.5" upper, I'd suggest just adding one with a FH that extends to 16". No sense in paying $200 for something that long. If you want to go shorter like 12.5" and below, then it's well worth the $200. I've had my registered lower for about a year now and the only reason I'd buy a 14.5" upper is to have a semiauto clone of my work rifle, but I'd add the extended FH and use it on a standard lower so I could take firearms classes out of state without sending ATF any paperwork.

5320.20's take a week or so to approve. Up to a year at a time. Not much of a hassle.

Excellent point if that's all you want.  I wanted more.  Like a 10.5" 9mm upper.  And an 11.5" 5.56mm upper.   And eventually a "real" M4 upper (that will be real close to 16" with the non-pinned flash hider).  So it's a question of what "all you want" is.  I spent the money, waited for the stamp, and I haven't looked back.

Which reminds me...I need to get to the range sometime soon...

You can have a 14.5 barrel as long as the flashhider is permanently attached to bring the overall length to 16+in. That sure beats the heck out of waiting 3-6 months for approval and a $200 tax stamp.
