I want to order a Noveske 10.5" complete upper and I was going to get the tax stamp on my Bushmaster lower and have it ready to put on that.  I saw by ordering a Noveske complete upper I can get a free stripped lower.  I would rather get the tax stamp on the Noveske lower.  What is the best way to go about that so I can have it registered before the upper comes?

New to the whole SBR thing.  Is there a thread with FAQ for SBR's, if so can someone hook me up with the link?

Thanks

You could ask if they would hold the upper until your Form 1 is returned.

That's pretty much the only option I could thinking of.  I was just seeing if anyone else ran into the same dilemma

Buy the combo. When the parts come in, put it together as a pistol while you wait on your Form 1.

If its just a stripped lower and a I dont have a LPK or a stock would I be ok since I cant really put it together and fire it?  I would just wait to order the LPK and stock until my form 1 comes back. I do own another complete rifle though, could they get me for intent to use if I have another lower already on another upper?

While you would probably be ok it is always better to play things on the safe side, especially when the consequence could be prison time. If I were you I would either see if they could hold the upper or

keep the upper with a close friend or relative who does not own an AR until you get the stamp in. When I bought my SBR before getting the papework back I kept it at my father's house who doesn't

own one. If you have that option, it seems the easiest.

i did something similar recently. i had the parts shipped to my FFL, where the upper will stay untill my stamp is completed. this way, i can have my lower, get it engraved, and still have my 16" around w/o fear of the violating federal firearms statutes.

Make sure your friend doesn't own an AR.

Good idea...or the Pistol as well and stripped lower with that upper if you don't make now waves probably never have any trouble anyway.
BATFE don't have time to go search warrant on the law abbiding AR owners looking to lock them up ya know.....for might have something.

But your comments here could give them probable cause...especially if you are in a city where they have a branch office.
I would leave the upper at the FFL, engrave my lower in the interim and wait for the form 1 to come in...

The one thing I've learned about Class 3 is you need to have a lot of forms in the works so something comes in every few weeks. It makes the waiting easier. For example: I just got my Sparrow yesterday and should get an M11 this month or early March (Lage upper and accessories await it in the safe). April and May are a little light but forms are in and the clock is running

The best option is to order them both and assemble the lower with a pistol buffer tube.  You can then take it out and shoot it and play with it to you hearts content.  You can actually use it while you are awaiting your tax stamp.  Then when the stamp gets here, you can just replace the pistol buffer tube with the stock of your choosing.  You could always sell the pistol buffer tube to someone is the same boat, or just keep it around.  You never know when the "shorty upper" bug will bite again and you will then have a buffer tube to do the same the again in the future.
