For legal purposes you are a citizen of a state if you (1) currently reside in the state; and (2) intend to remain in the state indefinately.

You are a resident if you are in a residence as far as ATF is concerned. If you have more than 1 you are a resident where you are at the time. You are good to go. Drivers license is not the issue, since they don't check that and only care if you live there at the address you put on the form.

This type of stuff sometimes confuse people because "residency" for diff things have diff standards. DMV, Taxes, colleges and firearms all have diff requirements for what residency is. Also diff states have diff standards for what this stuff is. Most colleges use the standard of residency of where you pay taxes and have a license––oh and where your parents live if you are a dependant of them. DMV has a time limit. Taxes is mostly where you work and live. You may have an issue buying a gun or claiming residency for CLEO to sign if you do not have a local drivers license. Some states do not issue drivers licenses to non resident college students-at least where I went to school would not. As somebody else said the best thing to do is ask somebody that knows FL laws and rules.
