If I wanted to buy a suppressor and a 14.5 inch barrel, do I need two stamps?

No you do not need an FFL, and just two stamps. If you are planning to put the can on the SBR and never take it off, you could always get the can welded on the barrel by a gunsmith or the suppressor company and only have to pay one stamp. Otherwise you'll have to get two stamps... Best of luck to you
