Anyone here from Arkansas that has an M203? Who did your transfer? I can't find anyone to do it for me. I understand a regular Class III can do limited DD transfers but none I've talked to want to mess with it.

Transferring from factory as a DD or just the reciever?

From the factory as a DD. I know I can get a receiver and go the form1 route but would rather just go through an FFL.

I had the same issue in KY, the class 3 FFL holder I like to work with worked with the ATF on this. They determined there were no DD FFLs in the state, and the ATF told him every class 3 dealer can do two DD transfers per year, so long as there are no DD FFLs in your state.

Have a willing dealer contact their ATF representative and mention this and they should be able to pin it down. They will be able to tell you if there are or aren't DD FFL holders in the state (they are iffy about recommending dealers due to conflict of interest, but they can tell you if one exists or not), if there are not any DD FFL holders, any class 3 dealer should be able to transfer it to you so long as their ATF representative approves them to do so.

I'm in Louisiana and was told (by ATF's NFA Branch) 1 DD per year could be transferred by a regular non-DD SOT, regardless of the existence of other DD SOT's. I worked for a 07/02 at the time. That's how I got my LMT. They said it would work the same way for a customer sale; just one per calendar year.
