Out of state transfer
transfer it to a form 3 pay $200 wait 4-5 months
advertise it for sale (you can advertise while you wait for your form 3)
You can also wait until it sells and then do the form 4 to form 3 and try to get buyer to pay bot $200 taxes
ship to buyer's sot/ffl

keep your can or sell in state

I believe in state transfer requres only the buyer (or someone) to pay the single transfer tax

Sadly, unless you have a rare or custom can- you are kinda screwed.  The only real chance of a sale is to an instate buyer.  I would not pay $400 in tax stamps plus $300 for your can when I can pay around the same for a brand new one.  Instate= that is a horse of another color.  One tax stamp... that would be ok.

It would transfer to the out of state SOT on a Form 4, but otherwise correct. (Form 3s are not subjected to the $200 tax)
