From my understanding, you have to be there when it's built.  It can not leave your possession during the process.

How the hell do you build a can in your garage? Or am I just out of the loop?

Some of us have machines, welders, grinders even a dremmel and other tools to make a can with
in our garage
I have seen cans that were made with a hack saw, hammer, socket set and a ball bearing,
they were heavy compared to a factory made can but they worked.

Either you have to make it, or someone else can do it for you under your DIRECT supervision at all times. You could bring it to a shop and watch while someone else did it for you.

So I have a useless form 1 back in my hands. I have no metal working tools and I'm pretty sure if you walked into a machine shop asking for a silencer build they would call the cops on you. I guess I could put a serial number on a 3 liter bottle and call it good. I should of did a little more research first.

Ive seen one made from a fram oil filter. You could do that.

you had to put a caliber and length down . do a little research first before you scrap the whole project . I'm sure that there are some options out there for you . what caliber did you list and what did you have in mind originaly ?

good , .22lr cans are easy , its a low pressure round and even simple cans can sound good . what gun and how was you planning on mounting it to said gun ?

Yeah, you did screw up a bit, but all is not lost.  You can ask the ATF for a refund if you do not make the silencer.  If I were you, I would locate a gun owner with a lathe or access to a lathe and see if you get some help making the parts.  As long as you are present, anyone can make the parts as long as you take them home with you at the end of the day.  There is a guy on http://www.silencetalk.com that make a decent silencer without a lathe, but I do not recommend that you go that route.

You might be able to buy a fake suppressor get it engraved cut off the end caps add some washers and weld it shut.
