If you already have a suppressor registered to your lower, Can you buy a differant surppressor without doing another $200 tax stamp?

NO!
Suppressors are taxed on transfer (sale). They're not registered to a gun. You don't even need to own a gun to buy one..
$200 tax on each one you buy, unless you're SOT/FFL.

agreed, suppressors are in NO way related to a firearm.  In fact, thanks to the NFA, suppressors are considered firearms themselves.  Just gotta pay two hondo to .gov and yur good to go.  You can buy one suppressor and then put it on as many guns as makes you smile...
