can you reduce the report from your shot before it has to be a registered device?

Is there a suppressor that only baffles 50% of the sound? What about one that will hide 95-100% of muzzle flash?

I am completely naive when it comes to suppressors.

An AR Moderator reduced the sound by ~50% and it's a regulated item.  Technically anything that reduces sound at all is regulated.

If it reduces sound a measurable amount, it is a supressor, so yes, even if it is 3 dB, it is still a supressor.
