What is the point of a suppressor that overlaps the barrel as opposed to a suppressor that dosent???

extra expantion chamber. More internal room. Less length after muzzle.

Is it more stable on the barrel due to more contact surface?

Often they have mounting systems that impart greater stability.  

The room rear of the muzzle is significantly less efficient than that in front of the muzzle, so the overlapping space is mostly wasted.  

It would probably be safe to say you could save an inch efficiently, by moving the blast baffle an inch closer to the muzzle and suppressor an inch over the barrel, but outside of that you will probably start gaining weight unnecessarily.

I'd try to keep the blast baffle at least an inch from the muzzle so erosion of the barrel crown isn't likely to show up.
