I am looking inot getting a suppressed 9mm AR upper and was looking for some suggestions.  Also since I have a .223 complete lower that I am not using, would it be possible to convert it or would it be more cost effective to buy a new 9mm lower assembly.

You can retrofit your existing .223 lower to work with the 9mm upper.  A completely new AR-15 lower ready run 9mm is relatively cheap so, unless you want a true SBR it may be best just to buy a new complete lower with the right mag block installed.

Gemtech trinity/talon upper and Swr trident 9 are the 9mm cans I suggest,"swr/henrey at title2 offers uppers for the trident 9" If you are looking for just a plain upper, J&T distributing has them in stock "colt style" for under $500. To convert your lower all you need is a mag block ,buffer, and hammer for a 9mm AR, and it should run you around $160 for all 3 items at brownells. Oh and if you go with the trinity/talon upper you have to get a colt bolt also since they are not included with the can/upper combo gemtech offers. As far as bieng cost effective if you buy a complete 9mm lower, it isnot. A rra 9mm lower will run you about $450 or so. and since you already have your lower you are looking at 160 to get the same thing. They also make a 9mm block that takes unmodified uzi mags that work well, that also which will be cheaper in the long run but I dont think they hold the bolt open. I just went with the basic colt/rra style block from brownells for $120.

ETA the uppers fron gemtech and henrey are short uppers but as said before if you arenot going to sbr then j&t has the colt style in stock for less than 500,

Now would it be better to get an upper with an integrated suppressor or would it be easier to get a threaded barrel with a quick disconnect type set up.  I would like to avoid going less than 16 inches and I have seen somewhere that there was an integrated unit that met the minimum barrel length.

If I did go less than 16 inches obviously I would have to do the appropriate paperwork in conjunction with the suppressor.  Just trying to avoid that if possible.

I think your amounts are off
The cheapest block I could find at Brownells was $149.95

When I bought my 9mm block (VM HyTech), bcg (RRA) 2 magazines (Uzi) I was just under $400

Sorry, thats with my discount through them. $127.00 for the vm hytech and $119.00 for the regular one made by brownells. you can get them here though for $120.00..
