Except for the .410, by the number of round lead balls of the diameter of the shotgun bore that it takes to make one pound. Therefore for a 12-gauge shotgun with a bore of, what, 0.72"?, twelve lead balls of 0.72" diameter = 1 pound of lead. A 16 gauge is a smaller bore, 16 balls per pound. Again for a 20 gauge, 20 balls per pound. Odd way to calibrate, but it's pretty old.

410 is a decimal measurement, the rest are the number of lead balls that the bore will contain that weigh 1 pound - that is a 12 guage will hold 12 lead balls that together weigh one pound

I heard that in the old days, gauges were determined by taking a pound of lead and dividing it up into even numbers. A 12 guage would be 1 lb. of lead divided into 12 roundballs. The diameter of the balls would be 12 guage. Same with 16, 20, 24, 28, 32, etc...
