OK so it is clearly an apples to orange comparison but what would be the significant difference between these two rifles?

I'm trying to understand what you get from the Colt for a nearly four fold price increase.  Obviously they aren't all that similar but what will the Colt do that the Ruger can not?

The colt is an action and a barrel in a chassis. The ruger is not.

The Ruger is a lightweight all purpose rifle.

The Colt is a heavy long range precision rig.

It's akin to a Mini-14 vs a full blown SPR style AR.

You get a gay little pony on the receiver when you buy the Colt.
