I know that the mini is frowned upon here, but I have an opportunity to buy one at a cheap price.  What can I do to make it a little better than a stock mini?

Most important are the magazines, all aftermarket ones suck or wear out and then suck. Buy Ruger Hi-cap mags and its a good rifle. It got its bad rep. when Ruger wouldn't sell mags to the public and everyone was stuck with the bad aftermarket mags. The two improvements I had done in the past were re-crowning the barrel and a trigger job. AZHONKY

They don't get much respect around this board, but if you can get one cheap, they are pretty decent.

Not as accurate as an AR, finicky about magazines (using anything other than Riger factory mags is a crap shoot at best, probably not that good).  Repair parts not available to the public, have to send the gun back to ruger for lots of repairs.

But, if you use good mags, they run, and run well.  They will hold about 4 MOA, and will feed just about anything.

I like my ARs a lot better, but I have two mini 14s.

Good $300 rifle, problem is IIRC they now run $600 - so that's the knock i think.  I tried one - not at all accurate.

Great advise !!!  I cut / recrowned the barrel, put on a better front sight assy and cleaned up the trigger and now mine shoots as well as I can shoot with iron sights. Really can't tell any difference between my AR and the Mini out to 100 yds with iron sights on both and thats all I ask of my 223's - I've got 'other' things that will drive tacks out beyond that distance......................

This, and see a smith about having the barrel cut to 16" and threaded and install a muzzle brake. You are looking to stiffen up the barrel.

Not a bad gun, if you can get into it for the right price jump on it.
