I have a Rem 700 BDL 30-06 and the bolt will not lock all the way down.  I seems to be jammed inside for some reason.  The gun is a '78 model and not used much recently but pretty well taken care of.  Could something be stuck inside the bolt to keep it from rotating?

Does it do it loaded and unloaded?

Has the forward scopebase screws recently been messed with?

The above are the most likely but also check:

The cocking ramp and striker engagement at the rear of the bolt.

Crud in the locking lug recesses.

Correct bolt for the gun?

I just had a scope mounted on it.  That must have something to do with it.

I will take it back to the shop that sold it to me.

What will they have to do to fix this and still mount the scope?

What does the forward scope base screw have to do with the bolt movement?

The rear screw on the front scope mount is a bit too long. It just needs to be shortened a thread or two.
