Is it possible to import a M1 Carbine into the USA?

the short answer to that is that if it is ex US Military WWII production orriginally left overseas as foraign aid/lend lease=NO

Made privately by Howa in Japan or IMI in Israel=quite possible

your going to have to go through a licensed firearms importer at any rate...and there are fees and tariffs.

individuals can import non-military firearms on their own.  military of any kind needs an importer.  IIRC they all need a form 6 to be brought into the country.  i would recommend going to the ATF web site and do some reading.  there is a ton of useful info as well as a informative FAQ sections.  again IIRC  www.MARSTAR.ca had some helpful info- they gave the impression that they help americans import firearms from Canada when purchased from them.
