I was wondering if there were any other rifles currently on the market similiar to the Ruger M77 Mark II Frontier Rifle?  Specificly one with a forward mounted rail for scope/sight mounting?

For $400 you can have one of these.

Shoots .308 "bullets"
Has 6 round magazine.
VERY fast bolt throw.
Shoots MOA with handloads
One of the smoothest triggers ever made.
