I was playing around with the bolt (out of the gun) to my Ruger 77/22 .22 LR when I somehow locked the bolt down. It's locked as if it were in the gun and ready to fire.

In this postion, I cannot put it back in the rifle. I've tried playing around with the bolt to unlcock lock it; but to no avail.

I know there's probably some really stupid way to fix this but I can't figure it out. The manual didn't say anything and the Ruger customer service number was disconnected.

I had this same problem with the Western Field I rebuilt for my son. Don't know if the bolts from these rifles are similar but what I did was grab the front of the bolt with my left hand. Then with my right hand on the bolt handle I twisted the bolt back into the position it is in when removed from the reciever.  The firing pin rides on a shelf milled into the bolt body, it's in this position when removed from the rifle. It's not an easy feat, but it worked. Hope this might help.

you can put the bolt body in a vise if you protect the bolt with wooden strips on vise jaws.  then you have enough support and leverage to return the bolt to its original position.  it helps to lube the firing pin channel too to reduce friction
