I just had my pre-ban lower receiver re-hard anodized by Precision Coating of Daytona Beach, FL. When I got it back, it was dark gray and felt like very fine sandpaper. After a generous soaking in CLP, it now matches my Bushmaster upper's finish almost EXACTLY (the texture is only SLIGHTLY different). In short, they did a great job and it cost $75.00 for the lower. The best part is that I sent it out last Wednesday and just got it back yesterday--just eight days. I don't know if they'll do complete guns, but they request that you ONLY send them the parts you want coated (they won't disassemble or re-assemble).
