How would one go about repairing a minorly pitted reciverer? Is it acceptable to fill the pits with JB weld compound, and smotthing over with steel wool?

Unless you are going to paint it the JB Weld will not blue of course. The proper way to do it would be to weld up the pits and then machining the metal back down. This of course is normally reserved for collectible or rare guns when restoring them. But I would say that your idea should work as long as the area will not have any flex such as a barrel or near the receiver ring.

if the pitting is not too deep, sand blasting the surface will smooth things out nicely.  then you can KG cote it.
