Interesting they call it a "liquid lens." I always wondered if the properties of liquid would / could contribute to making a better / dynamic lens.

It all has to do with the refractive index of the liquid, which can be adjusted with various different soluble chemical solutions and/or electrical charge.

If you want to learn more about liquid lenses look at    Applied science on YouTube.  He makes his own.  It was pretty neat.
