My police department has an opportunity to receive several surplus PVS-7s from the military, however the image intensifiers have been removed. I’ll admit that I’m night vision illiterate and have no idea what this means, how to replace them, or the cost involved. Any ideas? I've emailed TNVC but I'm sure they won't be back in till Monday.

The military is not being very generous. Kind of like giving you a flashlight with no batteries or bulb. The used housing, provided it is in decent shape and working well is worth maybe 600 to 700 dollars. Tubes are another issue and I always have a few around but the 7 is a great spotter and little else.

Myself ?? I would sell the housings and use the money to invest in 14's that have tubes. If you only need a spotter I am sure Vic can give you decent prices on tubes.
