Other than the obvious 3X magnification, what effect does the 3X lens have on the PVS-14?  Does it increase the performance of the image, degrade the image, etc.  How do they affect the light-gathering capabilities of the device (i.e. does it enhance or hinder the capabilities of an IR illuminator like the Surefire M952V).  I've got a chance to pick-up a new Mil-Spec one cheap, but don't want to get something that I'm never gonna use.  It'll be weapon-mounted, so weight won't be a concern.

Anybody have any experience?

The 3x is great to have. Any time you add magnification to a scope you take away some performance and light gathering ability. The Mil-spec 3x afocal has great glass and works very well. I use them all the time . It does take away some performance as all magnification but this effect is reduced by the good optics of the 3X afocal.

Use them all the time. Glad you got or about to get the MS glass and it's LEAPS and bounds over the commercial glass, thus why they cost what they do. My experience is based on  the latest Gen 3 PVS-14 intenser tube. I have found virtually NO light loss (how ever slight), resolution or clarity with only a slight case of vignetting of the edges while using a the Mil-Spec PVS-14 magnifier.

As for enhancing any illuminators? You bet. While using a illuminator lets say at 300m+, you may see only the beam shinning out in the distance, but not really target recognition because you're viewing at 1x. Install the 3x MS magnifier and you can actually SEE your target.  I have attached some pics below to show you some examples how good the glass on a 3x magnifier is.
