My understanding is that when you do a Form 1 to create an SBR from an existing firearm, the receiver has to be engraved with your name, city, and state.
Does the engraver have to be an FFL of some type? While I obviously couldn't mail a receiver to a non licensed, if there were a local outfit capable of doing the engraving, is it within the law for them to do it? Related question...at what point in the process does the engraving have to occur? (After receiving stamp, before, etc). |

But someone in the business of engraving firearms needs an FFL. So outside of a 1-off from a friend, etc., the engraver most likely will have an FFL. You can ship to a non-licensed person in your state to have it engraved. But same issue has above. It needs to be engraved when the making is complete. |

I have chosen to have mine engraved prior to submitting the Form 1 so if there is an issue with engraving you don't have to start the process over
It would suck balls to wait 10-12 months on your form 1, send your lower to be engraved and have it damaged or lost in the process and have to start the stamp process over again |

Name, or if trust Full name of trust! city, state caliber (a lot of "multi" on ARs) and serial number if none xist or you want to have different due to you being maker of firearm.
And if you are shipping to ffl, it is considered a repair and you can ship directly to them using FedEx or UPS, Not USPS!!! If you are shipping to non FFL such as Friend in another state, you would have to ship to a ffl to be legal, don't ship to non FFL! Just clarifying! |

Hmmm... I might know of someone (non-FFL) who's sent AR lowers for engraving to a couple of different FFLs via USPS, and had them returned via USPS as well. Even if this person were doing the wrong thing in sending them by USPS, I'd think the FFLs who do a lot of engraving (and therefore ship a bunch of lowers) would know better... |
