If I bought a 14.5" upper and permanently attached a flash hider to the upper bringing the length to 16" is there any legal reason to contact ATF? Just curious about how one goes about this?  Is there a legal protocol etc?

As long as your definition of permanent, means that you can not remove it, not that you don't intend  to remove it.

Follow ATF's definition of "permanently attached".

Permanent methods of attachment include full-fusion gas or electric steel-seam welding, high-temperature (1100°F) silver soldering, or blind pinning with the pin head welded over.

I prefer pin + weld. There's no reason to contact them. It's also acceptable (and common practice) to remove it later to change the setup, as long as you never create an unregistered SBR. You're going to want to finalize the setup (hand guards, suppressor, etc.) before attachment though.

14.5" and an A2 hider will not make it to 16". Find a 14.7" bbl or a longer A2 hider.
