No, the ban affected all semi-autos, even SBRs.

Anything that could be purchased or possessed by you (a private citizen, legal possessor) legally before the ban could be purchased or possessed by you legally during the ban.

It was all about feels. It also made substantially more money for US manufacturers by restricting importation of certain items. I don't know if that was a motivation.

You could Form 1 anything you wanted but it still had to comply with the AWB rules at the time.  

For example there was no issues F1ing a Thompson contender pistol into a SBR since the host gun wasn’t semi-automatic and the AWB didn't cover anything that wasn't semi-auto.

However, if you submitted a F1 for a Post-94 manufacture Bushmaster XM15 or a Colt Sporter AR than it could have a short barrel but it needed to not have more than one “evil feature” which was basically the pistol grip. This included adding a suppressor to an AR15 SBR as a suppressor was considered a flash hider and would put you over the evil feature count along with the grip.

The only exception to this was AOWs.  Since AOW are not Rifles, Pistol, or Shotguns (which is what the ban covered) you could build an AR15 AOW for example (basically an AR  pistol with a vertical foregrip) and then have a bayo lug, not have the Assault Pistol weight limitation, add a suppressor, etc…..but you couldn’t have a stock (since AOWs cant have stocks).   Vector Arms (of Uzi fame) was pretty prolific in advertising AOW Uzis that could accept their suppressors and have their bayo lugs intact.

Form 1s I received back during that time were stamped that the build had to comply with the AWB, even if the gun was a pre-ban firearm since the ATF didn’t really know what was preban or not so they just stamped everything.  

There was some debate at the time that if you F1ed a preban gun it was no longer “preban” as you were making a new gun.  I personally SBRed a couple of preban guns and left them with their folding/collapsible stocks intact and just had the barrel shortened and threaded.

Here is one of my F1s from that time period and you can see the restriction stamp.   This was for an AMT lightning (factory folder 10/22) and I just ignored the restriction since it didn’t apply to this firearm, being that it was configured as an AWB prior to the enactment of the law in 94.

Profit was definitely a motivation. This has always been the case, with domestic manufacturers "selling out" and supporting import bans. Norinco/Polytech had a huge market share in the 1980's and many wanted it eliminated. Bill Ruger infamously supported the 10-round mag capacity limitation, and the rumor was that his support kept the Mini-14 off the "banned by model name" lists. Ruger also did not offer many "law enforcement" products to civilians, even when they legally could. Of course he's dead now, and Ruger is basically a whole new company. If people could literally turn-over in their graves, I'm sure his grave would be a source of renewable energy. lol

Speaking of interesting Form 1s, I received another "unique" F1 in the mail today.  First approved F1 I have ever received back where they "approved it" but  forgot to put the physical stamp on actual Form.

I guess I will be calling them tomorrow for instructions on who to send it back to.

Somehow, I doubt Feinstein, Schumer, Biden, Kennedy, Clinton, etc. had the profitability of Colt or Ruger in mind when the Clinton Gun Ban gained the Force of Law. I'll bet they just like banning the guns of United States Citizens, whenever, wherever, and how ever they can.

To be fair to the NFA branch that timeline had some CLEO signature time built in as well.  I don't remember the specifics since it was along time ago, but that date would be under the former Travis County Sheriff who would routinely take a month or more to sign.   So you can probably back out at least a month from that 10 month timeline.

I did have a transfer in 2014 that took over a year end to end,  between the CLEO wait (1 month), the NFA branch wait (~11 months), and then the douchebag I bought it from taking a month to turn the machinegun over to me after he received the approved Form 4 back.

Depends on which one you're referencing. The pic in your quote is an NC form for a trust, so no CLEO wait.
